10. APPROVAL OF SUPPORT OF FLORIDA SCHOOL BOARDS ASSOCIATION RESOLUTION ON SEQUESTRATIONDescription
The Florida School Boards Association (FSBA) Resolution on Sequestration urges Congress and the Administration to amend the Budget Control Act to mitigate the drastic cuts to education that would affect our students and communities, and protect education as an investment critical to economic stabiltiy and American competitiveness.

11. SETTLEMENT OF SUITDescription Mediation was conducted in this case on November 30, 2012, resulting in the attached Settlement Agreement being recommended to the School Board for it's approval.

12. APPROVAL OF 2011-2012 OPPAGA REPORT FOR SAFETY & SECURITY BEST PRACTICESDescription
Florida Statutes, 1006.07 (6), mandates that school district utilize the Office of Program Policy Analysis and Government Accountability (OPPAGA) Safety and Security Best Practices to conduct an annual self-assessment of their Safety and Security Program. The Best Practices Safety and Security self-assessment results must be received by the School Board at a publicly noticed School Board Meeting.
Recommendation That the School Board approve the 2011-2012 OPPAGA Safety and Security Report as presented.

AGREEMENTS/CONTRACTS
13. APPROVAL OF AFFILIATION AGREEMENT BETWEEN FRANKLIN COLLEGE AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDADescription This affiliation agreement is made between Franklin College and The School Board of Sarasota County, Florida, for the purpose of educating and training undergraduate interns.
Recommendation That the Affiliation Agreement with Franklin College be approved as presented.

EXPULSIONS
14. APPROVAL OF EXPULSION CASE NO. 13-017Description On September 13, 2012, the student listed in Expulsion Case No. 13-017, violated School Board Policy 5.34(1)(D), Battery on Another Student. It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools until August 20, 2013.
Recommendation That in accordance with provisions of Section 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 13-017, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2012-2013 academic year, the 2013 summer session, until August 20, 2013.

15. APPROVAL OF EXPULSION CASE NO. 12-256Description The student listed in Expulsion Case No. 12-256, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement. On January 19, 2012, the student listed in Expulsion Case No. 12-256, violated School Board Policy 5.34(1)(G), Fighting. It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools, until January 7, 2013.
Recommendation That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 12-256, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until January 7 of the 2012-2013 academic year.

16. APPROVAL OF EXPULSION CASE NO. 12-500Description
The student listed in Expulsion Case No. 12-500, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement. On May 11, 2012, the student listed in Expulsion Case No. 12-500, violated School Board Policy 5.34(1)(G), Behaviors Interfering with Learning Process. It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools until June 3, 2013.
Recommendation That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 12-500, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2012-2013 academic year.

CONSTRUCTION
17. ACCEPTANCE OF CONSTRUCTION SERVICES' PROJECT COMPLETION AND APPROVAL OF FINAL PAYMENT TO CONTRACTOR FOR THE FRUITVILLE ELEMENTARY SCHOOL - PORTABLES REPLACEMENT PROJECTDescription All work has been completed and all required close-out documents have been received from the contractor. The final project costs have been internally audited and are enclosed herein in Change Order No. One (1) for approval. The Director of Construction Services has determined that the project is complete in accordance with state statutes.
Recommendation That the project be accepted as complete and the final payment to contractor be approved as presented.

18. APPROVAL OF RANKINGS OF CERTIFIED AND QUALIFIED ENGINEERING FIRMS FOR CIVIL ENGINEERING SERVICES-PLAN REVIEW FOR A PERIOD OF THREE (3) YEARSDescription
The scope of work shall be to provide civil plan review services for the District's Permitting Division. On 11/12/2012, the Professional Services Selection Committee (PSSC) met to select certified and qualified engineering firms for this continuing services contract. The PSSC has ranked them in accordance with School Board Policy #7.71. The estimated cost of these services for the three-year is $50,000.00.
Recommendation That the ranking of certified and qualified firms for Civil Engineering Services-Plan Review, for a period of three (3) years, be approved as presented and the Director of Construction Services be authorized to attempt negotiations with the three (3) top-ranked firms.

19. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDER(S)Description
The Construction Services' Change Order(s) are summarized on the enclosure for ease of review. These change orders collectively total a decrease of $148,251.46 in gross contract dollars.
Included in these change orders are $120,671.06 credits for Direct Material Purchases; the corresponding Direct Material Purchase Orders of $113,746.38 result a net of $6,924.68 in sales tax savings.
Recommendation That the Construction Services' Change Order(s) be approved and/or ratified as presented.
